HEMET, Riverside County — November 4, 2026. The Riverside County early vote count identifies leaders in three distinct Hemet City Council contests, including a short-term race.

Preliminary numbers from the county

For the District 1 short term, Norm Kyriss has 48.13%, Constance Howard Clark 29.20%, and Carlos Michel 22.67%. In District 2, Dalila Salcido has 57.46% to Philliph Lucas’s 42.54%. In District 5, Jimmy DePasse has 56.59% to James Welker’s 43.41%.

What these early results mean

District 1 is for a short term, while the other two are listed as separate district contests. The figures cannot be pooled into a citywide mayoral result; they reflect different ballots.

Riverside County reported that election-night counting had finished while an estimated 485,000 vote-by-mail ballots and 11,000 conditional-registration ballots remained to be counted countywide. Those countywide totals do not specify how many ballots are still outstanding in this particular contest. Check the registrar’s latest posting for changes before concluding who won or whether a measure passed.
